Normaway Oat Cakes

This is from a wonderful little inn in Margaree on Cape Breton Island. I've never made it, so the instructions seem rather cryptic. Do you drop them by spoonfuls on a baking sheet? Spread the batter in a pan and cut it after baking? I have no idea. I'll have to experiment.

6 cups oatmeal
2 cups flour
1 cup white sugar
1 cup cold water
1 tsp salt
1 tsp soda
1 lb. lard

Mix all dry ingredients.
Cut in Lard.
Add water and mix quickly.
Bake at 375 for 12-15 minutes.
